After more than two decades of observing workforce restructuring, contractor expansion, layoffs, offshoring, automation, and the growing displacement of experienced professionals, I am formally publishing the IPEN™ Executive Summary.
IPEN™ (Independent Professionals & Experts Network™) proposes a modern workforce participation framework designed for the realities of today’s economy – where organizations increasingly seek expertise, flexibility, and specialized knowledge outside traditional employment structures.
This paper introduces:
• the Self-Determined Economy™ framework,
• the IPEN™ model for independent professional workforce participation,
• the proposed IPEF™ financial continuity structure for professionals and experts,
• and the broader economic implications of experience and expertise underutilization to the US and global economies.
The issue is larger than employment. It is about preserving expertise, restoring professional continuity, modernizing workforce participation, and creating economically sustainable alternatives for experienced professionals in a rapidly changing labor market. This underutilization represents trillions of dollars in opportunity costs, and the loss of history, knowledge, and capabilities.
This is intended to begin a broader discussion among employers, workforce organizations, policymakers, economists, labor strategists, staffing leaders, and advocacy groups.
